Assigning items to dwarves

I have a couple of bracelet artifacts, as well as some finely made clothes, and I wanted to try to get some of the dwarves to wear them... can I do this?

I don't believe Dwarves will wear bracelets, artifact or no.

As far as the clothing, I guess if you forbid all other clothing and dump the clothing someone is wearing, they'll put on the nice clothes. Otherwise, you'll just have to wait until someone decides to change clothes.
