Annoying behavior when building stairs

I just lost a pretty promising fortress due to dehydration because the only source of my alcohol was on the surface, I decided to replace the stairs I started with, using some other material that matches the floor better. That was a huge mistake because my dwarfs did everything in their power not to build the stairs. First they simply decided that the rock left over from the previous building there, is too hard to move for them, which is fine, I'll just build the stairs somewhere else and fix it later, but once I moved the stair building to a unobstructed area my dwarfs forgot how to carry stones. I'm not joking, I had two (More would probably do this but only two tried before everyone died of dehydration) try to build those stairs, they go pick up the stone, and once they do they just stop moving and stand in the stockpile until they decide they want to do something else and go to the tavern.
What did I do wrong here?

You deconstructed the old stairs, which you didn't have to do. You can simply paint new stairs over the old one, and the dwarves will simply replace the material without deconstructing anything.

In general, when a critical job is not getting done, I use Pause, find the job on the Job list, and check the dwarfs to see what they are doing.

In this case, I haven't seen the behaviour where a dwarf will pick up the material for a job and then not move towards the job site. If the job material is heavy, they may move slow, but they always start moving.

That's exactly what I did, looked at my dwarfs who took the job, they went to pick up the rock, and I'm not sure if they did eventually pick it up or not, but they just refused to move no matter what. I thought they maybe were sleeping or something, but no, the second they got hungry they abandoned the job and went to the tavern. This happened twice with two separate dwarfs
