Nope its older than that, and didn't involve tourism.

EDIT: After a bit of thinking I managed to make do a synapse and remember its name miraculously after weeks of this mind bug.

I really want that one as a "when". I want "grubs", and "virgin woman" to turn into a dragon. and monkey children to suddenly sprout wings. And I want the Dwarven Mutant Academy to only gain their powers upon reaching puberty. I also have a whole host of odd creatures that only make sense if I divide them into children and adults.

Also, tadpoles.

Old game, I assume flash. When I say old I mean early-mid 2000s.

It was pretty minimalist, you grew a 2d forest with various plants that were IIRC semi-randomly chosen. Different trees grew in different ways. The only one I remember is an eye plant - You used an eye dropper on an eyeball and it'd close its eye, a tear would form, and drop to the ground growing an eye tree.
EDIT: Two months later I found it! Tiny Grow.

This is a game I'm sure has a thread here. I could be mistaken but I think it might've been a fan project based on an actual game or game IP. It's basically a space flight sim in which you're a pilot and make it up the ranks doing missions but meanwhile there's an AI-controlled war going on in the background controlling fleets and therefore missions available to you as you just get dragged along. it was from many years ago now. Rings a bell to anyone?

That sounds like a few games, though the one I know has a prominent thread here is Starsector. I cannot 100% confirm that since I haven't played it, though.

Sorry, to narrow things down, it was a 3D game, not top-down. It's from quite a while back. I think it might have been based on an old game IP or built on an old game's engine. Stuff from back around freespace 2, that might actually be the game it's based on but im not sure, it's from so long ago.

Well, if you maybe try to dig up some more details from your memory, it'll ring a bell. What flight model did it use, how did the graphics look like, was there a story of some sorts, etc.

Closest I can think of is Elite: Dangerous, but that's really not NPC-controlled and more of a pseudo-MMO
