I'm unsure how to resolve the current political issues with so few actions available, so I'm going to attempt an order for each part and trust that you'll process whichever actions that can be done.

Military - Create a Black Site in some obscure area of Germany, intended to accommodate the new German X-Com unit. Staff it with two units of Spec-Ops.

Espionage - Start recruiting additional spies.

Research - Start developing ways to observe and track the UFOs in orbit. Visible Light Telescopes, Radar, whatever the scientists come up with.

Economic - Aid the Left-Wing parties in their power struggle, with financial donations, biased media attention and the like (If numbers are needed, use 10 IC)

Political - Push for an immediate election to help resolve the current political crisis. Angela Merkel will back this, publicly speaking about how the nation must be unified within itself, or risk collapse.

The Skies of Venezuela and Zimbabwe blackened with the Invasion Ships of the Aliens. Huge ungainly Spheres dropping like Asteroids from the Skies heedless of the Towns and Cities below them.

One always imagined the Aliens to attack important states like the USA first. The Aliens didn't care. They didn't do secrecy either. As the Spheres more crashed than landed all over Venezuela and Zimbabwe the horrified people on the ground didn't put up much of a fight.

Not for lack of trying but the horrendous truth was that over previous nights dozens of Special Operators had come down all over Venezuela. The Airforce had been wrecked and never even rose to challenge Bassai air supremacy. President Maduro, the Venezuelan Government and most of the High Command had been assassinated before the Invasion proper even started.

Caracas fell within the hour and under the horrified eyes of the world the Venezuelan Forces were neatly annihilated, tenacious resistance in Western Venezuela broken by horryfing biological and chemical weapons brought by stunted thickly armored aliens or simply trampled under companies of Walkers.

As February closed The remaining third of the National Army of the Bolivaran Republic had fallen back into the Guiana Highlands, internet recordings, local witnesses and military specialists stated alien losses as light. Venezuelan were far beyond 80.000 combat personnel and an as of yet unknown number of civilians.

Meanwhile in Zimbabwe the situation was progressively worse. The Zimbabwean Military and it's militias were utterly unprepared for the invasion. By the end of the month the country had securely fallen into Bassai hands. Contact to Harare had completely ceased days after the Invasion along with reports of massive spiderish beasts tearing apart entire companies on their own, folding open tank plating like tuna cans and leaving destruction in their wake.

The War for Earth had begun in earnest...

Regardless, the advantage of this is that, since everyone knows, we can work against it without worrying about trying to keep it hidden from everyone, and everyone should be united against the xenos, so cooperation won't rankle some of the more isolationist people the way it otherwise would. First things first, everyone needs the best equipment we can make. There's two parts to that: knowing what's best, and being able to make it. For the first part, can we get some comprehensive tests of how everyone's military tech measures up? For the second, we need to know who can make things, and who'll need help making them. Australia, unfortunately, fits in the latter category.

Mother Russia 🇷🇺 realizes the threat the the aliens oppose to us, and it seems with everyone intentions of trying to diplomacize them, might of not have been the best strategy after all. They seem like conquerors and act like conquerors, the only thing we can hope is that their ships aren’t adapted to orbital re-entry and atmospheric flight and have to send scouts to test in the waters before they send in their battleships and dreadnoughts. I assure you the aliens have the intention of capitulation for us, and we will be either subjugated or exterminated to the last one.

As for the question of observatory posts both on ground and in orbit, the entire fleet of UFOs are immune from nuclear countermeasure range and it seems they are just poking fun at us, we are vastly outnumbered compared to the foreign intruders, and it seems they are only attacking. Note that they may have the ability to be invisible to all forms of radar, and can be undetected at least non-visually and perform their abduction, aerial terror missions etc.

Thirdly, why attack Venezuela and other South American countries is a question of the aliens that we can not answer. The more important question is if even our ICBMs could scratch the paint off of UFOs, and we don’t even have that knowledge. Consecutively, you may notice that many of the modern interceptors we have are equipped depleted uranium as its weapon and even nuclear warheads, just so we can hope to defeat the aliens. It seems that the aliens, have some form of massive technologically advantage over us. And this isn’t even talking their insane ability to dodge modern forms of radar.

The idea of keeping a lid on the chechen region by increasing military presence spectacularly backfired as on the 25th of February sabotage by the rebels caused an explosion which tore apart an entire infantry column. Initial losses on the Russian side are estimated at over 100 dead and wounded.

Russian authorities soon aprehended suspects and moved them to unknown locations.

Federal Elections in Germany

With the indecisive election in 2017 and the failure of the Social Democratic Party, the SPD to find a partner for a coalition, Chancellor Angela Merkel has called for re-elections. This is seen by many as both a political suicide of the SPD who lost most of its trust by entering coalition talks with the conservative CDU in the first place and the CDU itself thanks to the election victory of the AFD last time around.

Expections are currently veering towards a Linke/Grüne Coalition victory or an AFD/FDP/CDU Coalition. As it stands all bets are off...a first in German politics which has traditionally been dominated by both CDU and SPD.

In light of the recent Alien Invasion one might also question whether there will be increased foreign influence in the coming Vote.

Southern Chinese Sea Escalation

Once again Duterte is causing waves by his polarizing actions. Deploying two Regiments into the contested South Chinese Sea as "peacekeepers" caused an escalation of the conflict. Both Malaysia and Vietnam have deployed corps strength military units into the Region. China so far has not reacted to the actions of all three nations. The situation is tense, a single wrong move might cause a shooting war at this point.

Armed Conflict in the Philippines

Duterte has recently shown that he is more than willing to cooperate with the armed insurgencies plagueing his land if it means peace. Unfortunately the armed insurgents think differently. The resulting Philippine armed response has caused open warfare to break out once more as the Army has begun a three pronged offensive against the Moro,Isil and the CPP insurgents.

These Offensives actually began with blatant digging in by Philippine Army troops in insurgent held territory.
The Moro who recently went from peace talks back to armed insurgency were however equipped well-enough to break through initial Philippine positions and push them back considerably. Both sides suffered heavy casualties in the initial fighting. However by the end of February Philippine Forces were pushed back to the Davao Region, where they managed to dig in.
The Offensive against CPP Militias on the other hand faired considerably better with more than 4000 of them captured within the month, the Philippine army simply rolling over them.
By End of February the CPP had surrendered.

The End of February saw however a catastrophic tragedy, ISIL Maute units had managed to pull of an attack on the troops shipping out South towards the Moro Invasion. Several Dozen freighters had been prepared with IEDs. The resulting death toll exceeded more than 9.000 emboldened by this Maute and Moro both stepped up their recruitment.

The entire political center of Russia will be focusing on reducing unrest nationally across the country and alleviating the public order position that we are in, with many methods used such as constant national broadcasting services and digital government advertisements on common services of a message of “Keep Calm and Carry On” in Russian (Cохраняйте спокойствие и продолжайте) and such of the public motivational support variety. Also methods of national interference of the international tragedies from the alien threat, will have much censorship and control so that they aren’t just plain doomsaying, but actually informative knowledge for the masses Espionage Action:
Deeper Infiltration of Germany, Research Center Infiltration
The agent is assign for deeper infiltration of the German government and should get a foothold inside the national research department of Germany, so that we could either acquire the knowledge that they been developing or understanding what they are developing.

Furthermore, Germany is a nation of mad scientist and experimenters, they always are researching experimental and postmodern technology, and with the alien threat, the Russia Union would very much like to have access to their technology.
Research Action:
Spetnaz Improved Training for Spec Ops Continuation

The Spetnaz has slowly became a counter-terrorism activity over a period of time, and with the extraterrestrial threat that is starting to emerge and we have to be wary about. Incorporating a more serious and harsh to forcibly encourage the improvement of Spec Ops around Russia to be one of the best around the world. The Spetnaz training regiment inside the Spec Ops training is every bit as harsh as the most advanced special forces training programs of other nations out there, meant to weed out the weak and harden the strong into something capable of breaking aliens over their knees with nothing more than their bare hands. We promise that this is no exaggeration. Including firearm, CQC, vehicle, and basic medical training, The Spetnaz training regiment will provide the fighting edge of raw willpower and skill that we will need to take down alien threat.

While the Alien autopsy is very much in the interest of the Russian Union, it shall be put in refrigerated preservation while our Spetnaz improved training regime specialized against extraterrestrial threats shows fruition, and shall be provided with the funding for this month.
Economy Action:
International Development of Russian Tech Companies
The current Russian tech companies are finding success in taking advantage of the Chinese open markets, but by expanding the companies with subsides/grants from the Russian government, the tech companies can gain a foothold in European nations such as Germany, France, and the UK and allow these companies to grow even further to become very powerful international corporations.

Continue Ukrainian Rebel Support
The Ukrainian conflict and their government are seeing headway against the rebels, the Russian military shall seek the rebels with its interventions and increase the support to it with APCs, helicopter gun ships, modern attack drones and maybe we could some economic profit out of it. If not, still try to ramp up the military intervention of the Ukrainian rebels. If it is very much possible, try to make the transactions between the Russian and rebel as secretive from the news as possible

Military - Start a top down budget analysis to iron out wasteful expenses and make the Military efficient and powerful once again. Then, redirect all exported military industry to support our own military. We have to secure ourselves before we can help everyone else.

Espionage - Agents focus on counter-intelligence, especially regarding the elections. Also, see if we can work out where those spies originated.

Research - Pick through everything we have observed about the aliens, from reports and recordings to physical pieces of their hardware if we can get our hands on it. We need to know as much as we can about their military technology if we are to have a hope of developing countermeasures.

Economic - Spend 50 IC on revitalizing the tech sector and putting German engineering back on the map.

Political - Switch political funding to the Linke/Grune coalition.

Political Action:
Make a speech to calm the population and try to get everyone motivated towards helping the war by taking control of news outlets and censoring anything that could be interpreted as bad for the country like a fair representation of the state we are in. Make the situation seem very bad, but not hopeless. Also give good, true (to some extent) information about what is happening.
Espionage Action:
Get a deeper web in Russia and try to hack government systems in countries that could provide information regarding what they are doing.
Research Action:
Research the alien communication system and try to get an eye on their spaceships.
Economic Action:
Factories producing useful good i.e. weapons, ammunition, stuff needed for travel, tin cans, all stuff that is useful should be producing at maximum potential, whilst commercial goods like phones and toys should be virtually stopped and the factories reconverted to useful outputs. Secure as much raw material as possible from China and Africa and start stockpiling. Order all the people who are out of a job due to the reconvertion or are doing something that is not very high priority to either work in the fields, find work in factories or help out with the war. This is in an attempt to hurry the construction of the nuclear missiles.
Military Action:
Send 10 Spec-ops groups, 50 Modern Military Forces Regiments, and 5 Interceptors to the Philippines for to help the conflict fighting for the Philippine side.

-Let's set up scenarios that simulate combat with the aliens, and start training our people for fighting them. I mean, we've got video, we've studied the aliens, and we have records of their attacks on other places. We can probably do this.
-Also, let's probably try to make our Air Force better.
Espionage:
-First off, can I at least know what was leaked? We should probably try damage control. Second, let's try to prevent any further leaks from occurring.
Research:
-Are there any rumors about anything that the aliens seem to be particularly vulnerable to? If so, look into that stuff. Otherwise, I want us working ongenerally more effective weaponry.
Economic:
-Work with the Philippines for trade. In particular, we're thinking a trade deal where we provide resources from our mining industry and they send us their agricultural products. (Yes, Tir and I were discussing this stuff.)
-Also, continue to try to improve our industrial manufacturing base.
Political:
-Maybe a little bit more push to the left, but mainly, let's get people more open to working with the rest of the world. I suspect that the fact of an extraterrestrial foe should help in that regards.
