I haven't had dumping work at all.

I know I successfully dumped the dagger from a goblin thief in 31.06. You're sure you're designating the right stuff to dump?

I've designated  a zone for dumping, marked the items ive wanted dumped, and nothings happened. I messed around with the dump zone a few times and my game crashed, and I've not bothered since then.

Make sure you unforbid their stuff first, since they come on the map with it already marked as forbidden.  It's a bit of a pain especially as you can forbid things on death anyway and dwarves shouldn't be able to take items from foreign creatures that are wearing them.
