Any game you buy can go into your inventory as a gift, yes.

Well there is some limitation on packages, I already had a copy of castle crasher so steam prevented me of purchasing the four pack as a gift, if I want to gift that I must buy sinhle copies now.

The limitation I know of is that you can't buy four packs of games you own. I still can buy three normal copies of castle crasher, continuing from the previous example.
