I'm not saying that you were explicitly wrong, I guess.
I don't think a lot of people are as strict, however. I've had contraband, broke into a secure area, then evaded arrest multiple times and only got 10mins. A further attempt to escape got me another sentence and a warning from the arresting officer that I'd be in deep shit if I tried to break free again, then calmly was escorted out.

Though, there was that one time (on a different server) one guy left me in the sec hallway with a portable flasher+handcuffs after stealing my shotgun (i was barkeep) because I punched him once, which escalated to police brutality where I tazed him. I wasn't actively out to KILL him, but I wanted my shit back. Didn't happen. Glad that never happened on THIS server though.

TL;DR: That might have been a little to strict, but it wasn't the most dickish thing that's ever happened.

We seriously need a time delay on who gets to be silicons and Heads. I am tired of borgs who simply refuse to follow direct orders, and wacky antics guy (I'm talking to you Kukyus) as HoS and Captain and AI. Seriously, if you can't at least attempt to RolePlay the Asimov laws, you shouldn't be a silicon. I undrstand different interpretations and all, but at least TRY.

Adminhelp and let's get some old fashioned job bans going.

A time delay won't help with that. People who don't RP in a RP game won't start to do it just because it's been a few weeks since they first played.

The time delay also gives US time to get to know a player. At which point we know their style and whether it is learningpains, stupidity, or rudeness. Also, if the person has played a while, we have built something of a relationship, and they are more likely to listen to suggestions. If at taht time they are still asses, jobbans have greater justification.

We do want to implement a time delay for important jobs, however Glloyd is trying to find out how to do it in a way that doesn't make it so regulars who've been playing on the server for awhile don't have to play for a week straight just to play the more important jobs.

Wait, if this gets implemented no one can play head roles until a week has passed? Also, is this a week of non-stop playing, or is it just a time thing that counts down?

That sounds sensible enough.
You'd have to go to an admin with more knowledge about how this works though, because when it comes to most of the technical aspects of the server I'm utterly clueless.

AFAIK, if we implemented this, almost all of our regular players wouldnt have an issue, as it is a database function that tracks how much time a player has. And we've had a database.
