No, there were just never any dwarves in the world. Of the ten civs spawned at the dawn of time the only vanilla ones were us and a kobold tribe. It's the reason we have no allies in the whole world. The remaining eight civs are all fortress defense ones.

And we've already had visits from the kobolds.

When using Fort defense, I strongly advise upping the number of civs placed to increase the chance of not all your allies getting obliterated or your civ being reduced to bandits and scavengers.

The bandits or scavengers idea is really good for story though

Jee wilikers, I think Highmax is near invulnerable, must have been dunked in the river styx like achilles was.
Just make sure he wears a boot.

Whilst I was piddling along and Slate passed by without my even noticing, I have learned something. Soldiers who are on duty can spar and hold meetings with diplomats at the same time.

Learn somethin' new every day I suppose.

I can see the Legendary Soldier sparring with a rookie, all the while talking to a diplomat:

"Nah see, we can't let those mugs go for anything less than, one second."  The rookie was trying to sneak up and tackle Highmax, Highmax casually kicked him across the room.  "Can't let 'em go for anything less than 3,000 urists apiece."  Highmax walked over to the rookie, grabbed the rookie by the nose with his right upper arm, and threw him into an armor stand.

The diplomat, being shown the great martial prowess of the fort during this meeting, agreed profusely to the price and hastened to dump all of the contents of his caravan for a litter of rather spectacular mugs.

Bear in mind, we have guys with marksman skills like Fodientum. I think the chief physician has some too.

Well it seems Fodientum has natural talent for using his chopping axe for chopping creatures as well as trees.

Well, that depends on what an unlucky kobold getting chopped up counts as.

Also my apologies for the lack of updates. I'm into summer now, but a number of New Vegas mods are proving very distracting.
