Inverted inside/outside?

Ok, just started my first 40.13 fortress using the Starter Pack, and I found something strange...
My dwarves ignore refuses (rat remains in this case) located inside the fortress and pick only the ones that are outside.
To avoid this i had to switch on the "Dwarves Gather Refuse from the outside" and "Dwarves gather vermin remains" in the (o)rder menu, and now they are allegedly gathering refuses as normal.

Is this a bug or... what?

I am beginning to think that it might be.

I'm not really sure why, but I've just got this strong feeling about it.

Probably that's a bug. Also, stone dumping is linked to refuse gathering at the moment, what imho doesn't make any sense...
Khearn described the same issues previously here.
You might want to open an issue on the bug tracker, or, since it's probably the same or a closely related bug, report your findings on the stone dumping bug.

We all have those days.  Two of the last 3 tickets I entered were duplicates because I searched for a pluralization of the term that was affected and didn't think to search the singular.
