Or this could be a squad very much in need of discipline. Judging from the amount of specialists, they really need a bit of extra oversight. Or there could've beena Munitorum mishap - amazing how often that happens. Or someone thought my character needs to learn from more experienced Commissars, even if he is actually full-ranked (whether he actually does depends). The last explanation probably works best - I'm not becoming an official junior commissar for you, though.

An orphan of Barrablanca, Lazáro was placed in the nearest Schola Progenium to be made into a productive member of the Imperium. His fervor and fanatical devotion quickly marked him as Commissar material - even before proper indoctrination, Lazáro possessed an iron-firm sense of right and wrong and certainty of belief. His unshakeable faith and confidence made him a leader, though not so very popular, among his classmates. Lazáro simply would not take no for an answer - under the stare of his ice-blue eyes, most simply did as they were told. Lazáro seemed to have an ability to inject even the dullest piece of Ecclesiarchy material with power through sheer passion and fire.
Doubt and uncertainty are weapons of the Enemy. There is no place for them in Lazáro's worldview. The Imperial Truth is the only truth and the Imperium a perfect bastion for mankind. Mockery and grumbling of the Imperium and its servants such as the Munitorum speaks to him of a weak and frail mind. Lazáro will not turn to the gun first with the Guardsmen under his care, of course - he only seeks to help them, to make them understand the truth as he does. If they refuse to listen and mend their ways, of course, further punishment will be necessary - but Lazáro believes even the lowest of criminals in the Guard can be cured and made into exemplary servants of the God-Emperor. Passionate speeches over minor failings are only common with him.
Lazáro's average-height for a Barrablancan, with broad shoulders and a swimmer's musculature. His light brown hair is neatly cut and his cap snug and straight - always. His features are youthful and open, ready to break into a bright smile and in praise of the God-Emperor and all his subjects.
A well-meaning superior in the Commissariat, concerned over how Lazáro's youthful optimism, has had him assigned to work with - in practice, under - another Commissar with the 16th Barrablancan, despite his full Commissar status. It remains to be seen whether this will do anything to change Lazáro's views and methods.
I was damned lucky with that Fellowship roll - up until that, I kept thinking 'man, I'm rolling such a scrawny nerd'.
