A healthy and carefully cultivated mustache is the only reason he doesn't seem younger than he actually is. Like any good political officer of the Imperium, he's always seen in his pristine uniform. Despite his unimpressive figure, he manages to be striking in some way - maybe it's because of his body language or his voice, or even due to the fact his face came up in some official Imperial propaganda back in Barrablanca.

Background: Son of a conquistador who was one of the first men to re-establish contact with the Imperium and a basket-weaver who died of fevers two years after his birth, Bartolomeu spent part of his formative years being raised by an aunt while his father was away. Aunt Magda was a widow whose public persona was surrounded by terrible rumors, but the boy saw her for what she was - a bright, hard-working person who spared no efforts to help raise him as an honest, honor-bound man. She was the one who told him heroic tales at the evening before bidding him goodnight, and she was also the one who entertained him with small magic tricks whenever he seemed down or far too thoughtful. He helped her with housework and she bought him delicious fruit whenever she could. It was from Magda that Bartolomeu acquired a taste for good brews of recaf - the leaves variety instead of beans - and a warm blanket to drape over one's legs during cold nights.
When his father died of lung cancer while collaborating with the Administratum, servants of the Imperium went to his aunt's house to fetch him to be inducted into the closest Schola Progenium. It was most likely during that visit that one of the men noticed there was something amiss about his widowed aunt, for he several years later discovered she had either been taken by the Black Ships or killed as a witch due to her mostly-dormant psychic potential. In either case, he would never see her again.
Though far from the top of the class during his years of Schola, Bartolomeu proved to be a charismatic and perceptive person, traits valued by the Commissariat. After completing commissar training he was assigned to propaganda tasks, featuring in a few advertisements either in voice or figure, as well as creating some of them in an effort to allow a smooth integration of Barrablanca into the folds of the Imperium. In order to create a more sympathetic and acceptable image, he cultivated his facial hair like most men of honor did in his world. Partly due to living with his aunt, he hesitated towards casting psykers in a negative light and instead urged them to be safely taken to black ships, occasionally advising the populace against cornering or burning them due to the "risks such acts produced".
Bartolomeu spent a couple of years successfully going about his work before the call to be part of a newly-raised Barrablancan Conquistador regiment came. Slightly overweight thanks to an uncomplicated life but blessed with the right kind of mindset to inspire and inspect troops, he quickly trained his successor before being sent to join the 16th Recon.
