Well it very well could be. There have been historical periods where your average wine has the same sort of alcohol content as a modern liquor. And if Dale is hoping to get anything out of it while getting that wine bottle to last him days and days (which a higher content would prevent spoilage during that extended time open btw), its probably strong drink.
