how does sitting on a lot of unfinished designs justify starting a new theoretical design and spending less die to complete the unfinished projects?
I mean... I guess you have an idea, but it would help if you explained the reasoning in your plan.

After a few minor hiccups, the work in finalizing the production plans gets underway like a document archive on fire. Which is good, since several auditors were in grave danger of lapsing into catatonia if the cost-to-progress ratio didn't rise.

I was thinking, with resource investments we can get a quite large boost to production lines (60% for just 35 of each COWS). This alone, however, wouldn't be enough to get a windrider per turn, so it is not worth improving the medium PL.
But, if our base production line was a bit more performing, thanks to a revision, that goal would suddenly be far more achievable. So I offer for consideration, this turn or the next, a revision to increase PL production rate.

Production Pattern Parallelized Production
we achieved great results with our lines, and we got skilled in improving their capacity with additional investment. However, there is room to improve in operational efficiency as well, especially in the new medium sized ones.

Currently, ships are mostly assembled in one piece. However, while there is little solution for the hull, most of the internal components and other parts can be worked on even before it is possible to attach them to the future ship.This means that we move from a linear model in which each part must be finished before the next, to a parallel model in which multiple things are worked on contemporarily. Our work force never stands idle now, and production rates likewise increase.

PEEK-A-BOO: The Personal Enemy Enlargement Kit Assisted Baddie Observation Operation. It's, uh, a bit of a mouthful. Basically, we tell our captains to resist their patriotic urge to charge into combat, and instead remain at long range, observing enemy numbers and movements (using only the most modern of magnification equipment), sending back reports to Wreth. Should the enemy spot them and move to engage, they are to make a tactical retreat.
If possible, the reports should also be delivered to nearby ships to aid them in combat operations.

A few ideas

Ikusasa Viability Review
The Ikusasa Matrix was a fantastic success, although limited in scope; but great expectations are made of its future. However, there has been no time to properly invest in pursuing this future. However, we've managed to scrounge up enough time to find room for the design team to scrounge over the process, and theorize roughly how difficult adapting the process for other crystal types would be; as well as integration of the Full Itshana Refinement Process.
No actual work is to be done, merely analysis, preparing the paperwork, and formulating some preliminary theories on how they might be able to accomplish said goals.


Galerider Frigate, v2
The Galerider concept was a good one, but poor in execution, due to over-engineering caused by an early failure. And said over-engineering threw the balance completely off! This is unacceptable! As such, we will redesign the deck to be lighter, and we will utilize heavy lead as a ballast to force the Center of Mass back into alignment to restore the maneuverability and speed!
It's likely to be slightly slower and less maneuverable than the Windrider, but it'll be far far better than it is currently!

I think the windrider has been revised too much already, trying a galerider v2 would have an hard time producing good results.

You All, Raid and Retreat YARR
Mates, this is a new way of bringing the fight to spiders! they spend so much effort getting back their resoruces back to the hoe spire... it is a shame to see such good materials used by them. Would be a shame if something happened to it, wouldn't it?
Any ship assigned to this tactic will patrol the shipping routes around the spire, using the spyglass to select targets. targets being, of course, enemy COWS transport ships without escort and out of the range of spire guns. The method is easy: dive, kill, and retreat to an observation position when the job is done or if it starts feeling dangerous.

The parallelization of production across multiple production yards proves a pernicious problem, but perspicacious insights and prudent placement of pleasingly plump piles of paperwork powers a new construction paradigm. 

At least, that's what the headers on the documents say. In reality, it's an effective first measure that allows craftsmen to focus in on the construction of relatively small subsections and then assemble. While it's a far cry from true industrial reform, it does net a roughly 10% increase in production speed of for production lines.


PEEK-A-BOO
Efficacy: 5
PEEK-A-BOO is no longer just a fun game to play with people who have not yet developed a concept of object permanence, now it's also a viable military tactic! Captains told to PEEK-A-BOO will no longer break your nose, they'll attempt to remain apart and hidden from enemy eyes, attempting to spot enemy vessels and identify and classify them using their spyglasses.


YARR
Efficacy: 6
It's actually a little bit disturbing to see how well Wrethan captains take to being pirates. Bold when necessary, cautious when prudent, and dangerous always, the new pirating tactics should allow our ships to inflict significant casualties on enemy shipping- especially when deployed in numbers.

Optionally, we can also send more sacrifices to TU, to work towards buying out the entire spire. I think buying it out is worth it, if only for the spire guns. And the faster we act, the better- we'd rather Kasgyr not get wind of what we're doing before it's too late.
