Guns n' gauntlets?
Dinghies?

It's worth a single dice, certainly.

It only effects core crystals. Nothing we are working on uses cores.

We're producing no new transports, so no new dinghies.

We're producing no new gauntlets or PLACEs, so no new cores there either.

Right now, flexibility is key. Save the dice.

It is now the revision phase. You have 7 dice to spend.

Personal Enemy Enlargement Kit: This high-tech piece of Wrethian Engineering is totally not a repainted piece of civilian technology. I mean, it has a cool acronym- do you think civilians get to use cool acronyms? Not if the Department of Acronyms* has anything to say about it.
What it is is a wooden tube with two lenses in it, one at each end. Thanks to refraction, distant objects are made to seem bigger. It's not magic! Probably!
PEEKs will be distributed to all ship captains, allowing them to spot and identify vessels from further away, letting them make better tactical decisions. Just, uh, don't point it at the sun.

*Formerly the Department of Acronym Creation, Rating, Oversight & Notification Yearly Meetings, but the war has necessitated they meet on a monthly basis, and they couldn't think of another word beginning with Y.

Double Ambush V2-Hit&Run: Double Ambush worked, mostly. But we need to improve on it. Using feedback from captains, and integrating in-development equipment (see PEEK), we have done so. First off, the height at which the ambush begins is lowered slightly- still high enough to surprise the enemy, not so high as to cause serious frostbite. Secondly, captains of both waves are instructed to observe the enemy (aided by PEEKs) before diving, the first picking their targets carefully to maximise damage (prioritising transports) whilst avoiding returning fire, and the second to make sure enough of the enemy escort has followed the first wave that it is safe to swoop in and take out those left behind. Thirdly- and most importantly-, once the ambush has been executed, the fleet is (in this version of the tactic) to disengage, avoiding getting drawn into a slugging match.

This aims to fix some of the problems with Double Ambush, and make it safe-ish to use even if we suspect the enemy may outnumber and/or outclass us.

Cautious Vanguard (Ground Tactic)

A small unit that advances somewhat ahead of the main army. Their goal is to identify traps, ambush locations as well as defensive positions that would benefit our own forces. While figuring out the location of the enemy is somewhat part of their goals, they're not supposed to engage the enemy independently. They exist merely to redirect the rest of the army (potentially ordering PLACE to blow up suspicious corridors.

Well, in the absence of any other suggestions, I guess we vote now.

I maintain the opinion that our losses on the ground are acceptable. This turn, we just don't use Scorched Roads, and whatever tactic they deploy to take advantage of us constantly giving away our position will fall flat on its face. (Presumably they won't bother with regular traps, since SR does more or less nullify them)
This is, of course, assuming they don't get reinforcements & supplies. Which may be too much to ask for.

Standoff Observation and Scouting
Ships designated to Standoff Scouting will move to the designated Spire or Demispire and merely keep watch from extreme range, where Skyskiffs become barely more than small dots. They will make a priority of avoiding combat and sending in proper reports. The Bureaucracy shall file many indictments against the souls of those who fail to properly report their position and the number of enemy ships before being destroyed.

I still believe that risking Comets is not worth the slim chance of running into enemy skiffs before we control the skies.
I also believe that a single die to give us a better scouting tactic, increasing the amount of information we have a LOT, is definitely a worthwhile investment.

PEEK
Efficacy: 4

A little bit of military funding sees spyglasses as a common addition to a captain's kit- albeit not an enormously effective one. Such telescopes have magnification in the 3x range, and do help a captain determine whether a particular speck is a hostile speck or merely a pair of amorous albatross. However, it is of no particular aid in actually spotting specks earlier than an unaided eye due to the enormously reduced field of view. It's useful, but not a particularly breathtaking improvement.

Double Ambush V2
Efficacy: 2+1
The the aid of the telescopes, it becomes more reasonable to plan attacks from ambush height. The communication of this planning is still awful, however, again resorting to the tried and mostly true tactic of shouting at the other captains on ambush. The captains will go through with the plan, striking soft targets when possible, but coordination will be limited. Some soft targets may be missed, ships may have issues making attack vectors work with their comrades, and the retreat will be lead by whoever completes the run first. It works, in theory, but it's far from perfect.

Double Ambush V2: Double Ambush, redesigned to make sure the initial wave targets soft targets, the second wave mops up, and the entire group flees afterward. Travels slightly lower as well.

Spire Wreth's production stands at

17/y Ore, 43/85 banked
19/y Wood, 38/95 banked

It is now the production, deployment, and tactics phase.

Well, it isn't perfect, but close enough to not be worth arguing over.
