So I am trying to download the newest version of dwarf fortress. I am the owner of a Nextbook. I have managed to download dwarf fortress in the past but I am not sure why it is that this version would not run on my next book. Any recommendations?

Can't download or can't run ?
If it's can't download , i have no idea, i just tried the links for the latest version, 43.05 on the top of the list here for every OS and the download are all found for me :

Now if it's can't run, you may have a 32 bit OS on your netbook, so you want the 32bits Dwarf Fortress, not the 64bits one.
If you downloaded from the main page, http://www.bay12games.com  instead of the page i linked, your computer may have downloaded only the 64bits version.

It has run dwarf fortress before and it is possible that this can maybe only run 32 bit. My operating system is windows.

Yep good news. I had to extract and do some copying becuase files seemingly were weird and dident download properly by 32 bit works out like a charm :3

What is difference between 32 and 64 bit.

64bits OS allows to use a (very) lot of RAM , while 32bits OS can't really use over 3 or 3.5gb

DF in 64bits then takes advantage of that, meaning that some memory-related crash that happened on the biggest DF worlds (eating too much memory) shouldn't happen with the 64bits version, now other source of crash or problems (not max memory related) will still happen anyways.
