I would prefer Hidden Flaws over Poor Education, but I assume no one else really likes to gamble that much.

 mostly because theres no way of mitigating it, and we plan on building alot of ships. One bad roll for a flaw that we cant find, and ohwell, there goes a significant chunk of our navy.

I want a privateer raiding "special" forces navy but I guess this naval power thing has momentum. Doing a good, solid, historically effective for the period start is laaaaaame.

I just really want to be the team that nabs Interservice Rivalry, because nothing gets me curious more than a Gm saying don't do this. Been that way since my first game of D&D nearly two decades ago. I propose we attempt to capture enemy shipping and sell the glorious prizes. A return to the glory days on the waves! Notably, attention to detail does not specify ships, so marine equipment could very well be affected unless the GM states otherwise.

With that logic, Poor Education is also a horrible choice since it stunts certain research forever. At least less horrible bugs that don't result in exploding ships can be fixed when they are found.

You actually make a good point about small shipyards—they are definitely easier to work around than some of the other options. I’m not enthused about being limited to 4kt early on, but it’s workable.

The first is a call against corruption. Poor Education can be migrated. The Second is to forever be ahead of our time. That is very useful, since we can likely just build a great education system to migrate the flaw. Likewise, we can make better ships.

I don't want any plan with poor education, because I feel like if all things are equal we'll outright lose due to our captains and crew being outsmarted and out maneuvered. Dumb dudes are also probably not gonna calculate long-range shelling and torpedoes too well either. Some idiot navigator might get a ship lost at sea or something.
