Yared offers a handshake to the headman and speaks quietly enough not to be overheard by the ulstanger. "I'm pleased to meet you Master Yishern. I am Lord Althere, formerly an officer of His Majesty's ship Lark. I heard you're having trouble with some unwelcome guests. We haven't been able to extend the Negus' protection very widely these past few years, but I'm here to see how I can help."
(I'm using A Thousand Loyal Troops on the headman.)

(Assume for the record that I wouldn't let the hair thing go until I had secured and destroyed it. Can't have anyone interfering with my deals.)

Vax would, of course, stop the nutjob from taking his hair, jumping off the back of the boat and into the ocean if necessary.  He would then offer the hair back to the fisherman if he tells him about any significant forces/entities/groups in the area and if Vax so chooses, return him to the beach with the undead.

Okay, if he does this, I'm just gonna freeze some ocean with him inside.

While I'm at it, let me make sure to clarify to the fishermen that my deal only encompasses service to me, and they are free to refuse anyone else at their pleasure.

Maks snatch’s the fisherman’s hair out of Vax’s grasp in a blur. The hair is securely in Maksimilian, and for now the matter is settled.

Yishern, the headman of the village, straightens as Yared's influence washes over him. The headman shakes his head.

"Oh we have no troubles with guests here. Your lordship and companions are most welcome, and our Ulstanger friends deal with the occasional troublemaker or vagabond that comes by our shore."

The headman leans forward and whispers, "If you have any undesirables with you, I'm sure the Ulstranger's will make a deal. We have a couple locked up already, there should be a ship here soon. "

In the crowd, a weathered woman, dressed practically with many pouches and pockets, eyes the headman with strong distaste, and the perceptive godbound notice that many in the crowd also seem to share this opinion of the man.

Study the town in great detail - is there any damage visible, what sort of weapons are the citizens carrying, anybody else match the look of the Ulstanger who was pointed out to us, how many more boats are there, any farmland, any apparent troubles other than the Ulstanger and the crowd our arrival has caused?

As soon as the crowd disperses/loses focus enough to slip into it, the Wanderer goes right over to the weathered woman who is so obviously displeased with the headman and asks how she feels about the situation in town.

Yared suppresses his first instinct to order the arrest of the headman. This wasn't quite friendly territory, and he didn't have a ship's crew backing him up any more. "How did this arrangement come to be? The Ulstangers aren't known for friendly negotiations."
