Software(s) to make animated GIFs?

Heya I was looking around but couldn't really work out freeware, legal, software to do this, so here I am.

Can anyone recommend some software(s) to extract a chunk of a movie (clipped region would be nice), then turn it into an animated gif?

Free, open source thingy

Haven't tried that last one myself though.

"word of the year" lol? First I heard of that. And it's the "verb" gif according to them. Mine's purely a noun.

Actually, I was more wondering how to extract the video than make the gif itself...any idea on video software for that?
